Usage & Theological Significance

Romans 14:11 and Philippians 2:11 quote Isaiah 45:23 using exomologeo: "every tongue shall confess/praise to God." At the consummation, all creation will openly confess Christ's Lordship. But exomologeo also describes the humble confession of sins (Matthew 3:6; Acts 19:18; James 5:16) — the same act of "laying open" before God that is also the act of worship. To confess and to praise are finally the same gesture: transparent self-disclosure before the God who already knows.
