Usage & Theological Significance

Proverbs 6:7 holds up the ant as a creature with no qatsin (overseer/ruler) — yet it works diligently by wisdom. This contrasts the wise who need no external coercion with the foolish who resist every authority. Isaiah 1:10 and 3:6–7 warn rulers (qatsinim) who lead unjustly. Ultimately all authority derives from the one true Ruler — the LORD of Hosts who governs all creation.
