Crete is the large Mediterranean island south of the Aegean Sea — a Roman province in the New Testament era and the largest of the Greek islands. Paul’s ship passed Crete on the voyage to Rome and met disaster off its coast in the storm and shipwreck recorded in Acts 27. The opening of the Epistle to Titus implies a prior evangelistic visit: "For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and ordain elders in every city, as I had appointed thee" (Titus 1:5). Paul also cites a Cretan poet (Epimenides): "The Cretians are alway liars, evil beasts, slow bellies. This witness is true" (1:12-13). The gospel takes hold in unflattering places.

Titus 1:12 is one of the more uncomfortable verses in the Pauline corpus. Paul cites a Cretan poet's description of his own people — liars, evil beasts, slow bellies — and affirms it. The Cretans had a reputation in the ancient world for dishonesty, immorality, and indolence. Paul does not airbrush the cultural diagnosis; he leaves Titus there with instructions to plant elders in every city.
The gospel still works in cultures with negative reputations. Paul did not skip Crete because the Cretans were difficult; he sent Titus precisely because the gospel was needed. Modern missionary strategy sometimes avoids the hard cultures — the secular West, the cynical North, the post-Christian places — on the theory that they are too sophisticated for the gospel. Crete is the rebuke. Plant churches. Ordain elders. Liars, evil beasts, and slow bellies have been redeemed before; they will be again.
