Proverbs 21:1 is the Old Testament’s bedrock statement of YHWH’s sovereignty over rulers: "The king’s heart is in the hand of the LORD, as the rivers of water: he turneth it whithersoever he will." Even the highest human authority is directable by YHWH like water in irrigation channels — channeled where the Owner of the field decides. The verse is the Old Testament foundation for the New Testament command to pray for rulers: "I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men; for kings, and for all that are in authority" (1 Timothy 2:1-2). The Christian does not flatter or fear kings; he prays for them.

Political despair ("this leader will ruin everything") forgets Proverbs 21:1; political idolatry ("this leader will save everything") also forgets it.
Both political despair and political idolatry forget Proverbs 21:1. The ruler is not the final cause of either ruin or salvation; YHWH directs the heart. This neither excuses the ruler's responsibility nor abdicates the saint's prayer; it grounds both in the right place.
Recover the channel: pray for rulers as those whose hearts are in YHWH's hand. Trust under their authority because their authority is delegated. Resist their evil because YHWH judges them too.
